Line or stakes: what defines the edge of a penalty area?
A penalty area is marked with a red line and red stakes. What defines its edge?
Answer
The line, the stakes only show where the penalty area is
If there is a line, its outside edge is the edge of the penalty area, and the line itself is in the penalty area. The stakes then only show where the penalty area is. Without a line, the edge is the line between the outside points of the stakes at ground level.
