Can I make a practice swing and touch the ground in a penalty area?
In a penalty area you make a practice swing and brush the grass and the water. What is the ruling?
Answer
No penalty
Since 2019 the same Rules apply in a penalty area as in the general area. You may make practice swings, touch the ground and water and ground your club. Until 2018 this cost two strokes.
