Can a penalty area be dry?
Can a penalty area also be a dry area without water?
Answer
Yes, the Committee may also mark dry areas as penalty areas
Bodies of water are always penalty areas. But the Committee may also mark other areas this way, such as desert, dense jungle or lava rock. The same Rules then apply as for water.
