Can I give advice to a teammate in a team competition?
In a team stroke-play competition, a member of your team is in your group but is not your partner. There is no Local Rule about this. May you give them advice?

No, that is the general penalty
You may give advice only to your partner, not to other members of your team playing on the course. This applies in your own group as well as in others. The Committee may relax this by Local Rule if only the team score counts.
