Can I take stroke and distance at any time?
Your ball lies in a very bad lie in the general area. May you, for no special reason, play again from the spot of your last stroke with one penalty stroke?

Yes, you may take stroke-and-distance relief at any time
Stroke-and-distance relief is always allowed: with one penalty stroke you play again from where you made your last stroke. For a lost ball or a ball out of bounds it is even required, unless a Local Rule allows something else.
