Does Local Rule E-5 apply to a ball in a pond?
Local Rule E-5 is in effect on your course. You clearly saw your ball fall into a pond. May you drop under E-5?

No, E-5 only applies to a lost ball or a ball out of bounds
E-5 is an alternative to stroke and distance when your ball is lost or out of bounds. If it is known or virtually certain to be in a penalty area, Rule 17 applies. You may not use E-5 for an unplayable ball either.
