Can I repair a ball-mark on the fringe?
A few yards short of the putting green there is a ball-mark on the fringe, right on your chipping line. May you repair it before your stroke?

No, not off the putting green if it improves your stroke
You may repair ball-marks at any time only on the putting green. Off the putting green, repairing one improves your line of play and costs the general penalty. After your stroke you may of course repair it.
