Snow on the golf course: what do the Rules say?

There is snow around your ball on the fairway. How may you treat it?

Answer

At your option, as temporary water or as a loose impediment

You may treat snow and natural ice as you choose: as temporary water with free relief, as for a puddle, or as loose impediments that you may remove. If you remove them and your ball moves off the putting green, you get one penalty stroke. Frost, however, is neither.
