Ball on the fringe: can I repair a ball-mark on the putting green?
Your ball lies on the fringe. On the putting green, right on your line to the hole, there is a ball mark. May you repair it before you chip?

Yes, without penalty
You may repair damage on the putting green no matter where your ball lies. A ball mark on the fringe is different: the fringe is part of the general area, and there you must not repair it if it affects your stroke.
